For decentralized web, a web page load form localhost or 127.0.0.1, is Full-decentralized. Without localhost services, the web page need to load from gateway services, but gateway services can be censored by ISP-related organization, luckily, a Qora web page can have many gateway services, so it is still a decentralized web, just decentralized, not fully.

My okchai Qora Blog as example:
With localhost or 127.0.0.1 , the outlook is my original design (refer to pic), my profile's picture is downloaded from the localhost Qora blockchain.

With gateway service, "qora.aitway.net" , a Qora gateway services hosted by me, picture can't show up as there is no Qora localhost services, I purposely make it to show the difference.
